The Community Care Licensing Division (CCLD), as part of its Inspection Process Project (IPP), has developed essential CARE Tools designed to streamline and focus inspections across various social care facilities. These tools are specifically for use by Licensing Program Analysts (LPAs) during inspections of Adult and Senior Care Programs, Children’s Residential Programs, and Child Care Programs, ensuring a consistent and thorough evaluation process.
The primary aim of these Social Care Tools is to reinforce CCLD’s commitment to three critical areas within the IPP framework: Prevention, Compliance, and Enforcement. By utilizing CARE Tools, the CCLD enhances its ability to proactively address potential issues, ensure adherence to regulations, and effectively enforce standards within licensed facilities.
It’s important to understand that while CARE Tools are designed to make inspections more focused, efficient, and comprehensive within the allotted time, they are not exhaustive. These social care tools serve as aids to guide LPAs through key areas of inspection but do not encompass the entirety of statutes, regulations, or licensing standards that licensees must comply with. The use of CARE Tools does not, in any way, limit the California Department of Social Services (CDSS) inspection authority or its capacity to issue citations or take disciplinary actions for any identified deficiencies.
